Under a newly signed implementation agreement, the Infrastructure for Resilience, Interconnectivity and Security by Satellite (IRIS²) program transitions from planning into full-scale industrial deployment. The implementation agreement confirms the definitive timeline for satellite manufacturing, launch procurement, secure ground segment construction, and operational connectivity service delivery. The primary constellation schedule establishes initial satellite launches for 2029, enabling early sovereign connectivity capabilities for participating member states shortly thereafter.

    The decision to enlarge the satellite constellation directly addresses heightened security demands and evolving defense operational requirements across Europe. Under the updated design, the baseline satellite hardware receives technical enhancements, while an additional layer of 66 low Earth orbit spacecraft is integrated specifically for defense forces, national security agencies, and emergency response units. Official technical assessments indicate that this architectural expansion will increase secure governmental communication capacity by 60 percent within European Union territory and by 54 percent globally, expanding regional capabilities during complex emergency operations and critical infrastructure crises.

    EU Commission Signs Contract to Expand IRIS2 Satellite Constellation

    The SpaceRISE consortium, which oversees primary development and 12-year operational concession activities, combines major European satellite operators, including SES, Eutelsat, and Hispasat. Public sector implementation is conducted in close technical coordination with the European Space Agency, which provides engineering support and launch coordination. Industrial manufacturing for the program engages a broad subcontractor network comprising leading European aerospace manufacturers, including Thales Alenia Space, Airbus Defence and Space, and OHB, alongside telecommunications providers Orange and Deutsche Telekom.

    Financing for the expanded satellite infrastructure utilizes a public-private partnership structure combining capital from the European Union budget, national government contributions, and private commercial funding from consortium operators. Member states have begun formalizing individual financial allocations to support long-term deployment across the 2028 to 2034 budgetary period. Government records confirm that Poland committed 656 million euros to the program, Hungary allocated 500 million euros, and Spain announced targeted capital investments ranging between 1.6 billion euros and 2 billion euros, with additional national funding agreements currently under negotiation.

    Technical Upgrades Boost Secure Governmental Capacity Sixty Percent

    The expanded communications system will also serve non-EU participating nations, including Norway and Iceland, under dedicated administrative agreements. As the third flagship space initiative of the European Union following the Galileo navigation network and Copernicus Earth observation program, IRIS2 is designed to guarantee high-performance, tamper-proof communications for public authorities while bridging digital connectivity gaps in remote geographical regions. The integrated network will operate accredited military-grade encryption standards across dedicated spectrum bands to protect critical infrastructure against cyber interference and physical signal disruption.

    As full-scale manufacturing begins across European industrial facilities, the European Commission and SpaceRISE will manage phased deployment milestones leading to initial orbital tests. The execution of the agreement ensures that the EU Commission signs contract to expand IRIS2 satellite constellation to meet long-term strategic autonomy targets, establishing a resilient, European-owned orbital asset capable of supporting civil protection, defense operations, and commercial digital services through the coming decades.
